Bylaw 17

Question: Can student-athletes serve as demonstrators at a coaches clinic held outside of the playing and practice season but during the academic year?

Answer: No, per NCAA Bylaw 17.02.1.1 and an April 5, 1996 staff interpretation (see also the Sept. 3, 2003 educational assistance column), it is not permissible for student-athletes to serve in this capacity since the event takes place outside of the playing season.

Question: Does an institution’s team need to include the CCIW tournament games in its applicable playing and practice season contest total? Further, do practice and competition leading up to the conference tournament need to be included in the applicable week limitation?

Answer: Per the applicable contest limit in each sport, contests as part of the CCIW tournament are exempt from counting against the maximum limitation. However, per NCAA Bylaw 17.1.7.-(f), all practice and competition leading up to and including the conference tournament must be included in the applicable week total. It is best to count backward from the conference tournament to determine your week total.


Question: Can you please help us determine our first practice date for football? [Note: question posed in 2004 for fall 2004 football] Here are the specifics - football - 25 practice opportunities, first game - Sept. 4, first class day - Sept. 7.

Answer: Here is what I have in response to your question…The week of August 29 through September 3: all those days count as one. These are the 6 days of the week as defined in Bylaw 17.11.2.1.1.2. You count Sunday the 29th because it's before classes begin per 17.11.2.1.1.1.

Then, start counting back in the 2-1-2 format:

August 28: 2 = 8

August 27: 1 = 9

August 26: 2 = 11

August 25: 1 = 12

August 24: 2 = 14

August 23: 1 = 15

August 22: 2 = 17

August 21: 1 = 18

August 20: 2 = 20

Now, you go to counting one per day up to 25:

August 19: 1 = 21

August 18: 1 = 22

August 17: 1 = 23

August 16: 1 = 24

August 15: 1 = 25

August 15 is your first day of permissible practice. You could bring in the kids the night before and perform limited administrative duties 17.11.2.2.

Question: Can we play a scrimmage/exhibition game against a DI basketball team on November 15? If so, does the game have to count?

Answer: Per NCAA Bylaw 17.5.3.1-(d), you may play such a contest provided the game does not count in your won/loss record but you must count the game as one of your permissible basketball contests. You cannot, for example, play 25 games and one game against the DI school.

Question: Can a coach send each student-athlete a list of suggested workouts for the summer?

Answer: Yes, coaches are permitted to provide sample workouts for the summer months.  They should only be provided if it is clear that the workouts are voluntary per NCAA Bylaw 17.02.13.


Question:
Six our basketball players play in a summer league that plays in a gym near our campus.  What can our coach go and watch?

Answer: Per Bylaw 17.02.1.1-(k), the coach may only watch organized competition which means that he could watch the games played as part of the summer league but he may not watch practice activities.
